Revilla to push for regularization of day care workers
Daycare Workers all over the country will soon become regular government employees.
This is the main objective of Senate Bill No. 299 or the Magna Carta for Daycare Workers filed by Sen. Bong Revilla. If passed into law, the veteran senator's bill shall also guarantee all day care workers security of tenure, a living wage and social benefits, cost of living allowance, hazard pay, overtime pay, and trainings, among others.
The proposal was tackled during the public hearing conducted by the Senate Committee on Social Justice on Tuesday, Aug. 20. A technical working group was formed to work on the proposed measure.
In the Philippines, Daycare Centers were institutionalized through Republic Act No. 6972, also known as the Barangay-Level Total Development and Protection of Children Act, and Republic Act No. 8980, otherwise known as the Early Childhood Care and Development (ECCD) Act.
At present, Daycare Workers receive a negligible P500 per month as honorarium, which is certainly not enough for them to provide for the needs of their families.
"Despite the MEASLY compensation and their heavy workload, these workers continue their service to the country," Revilla said. "We commend them for their dedication, and we have to reciprocate their sacrifices," the lawmaker added.
Revilla believes that this bill will serve as the government's way of recognizing the service, hard work and dedication of Daycare Workers in educating and nurturing Filipino kids in need of love, care and attention during their formative years.
"Ang mga Daycare Workers ang tumatayong mga magulang sa mga musmos habang naghahanap-buhay ang kanilang mga magulang. Napakalaki ng ng kanilang kontribusyon, lalo na sa paghubog ng ating kinabukasan," the solon ended.

Ang pagbuo ng Magna Carta para sa mga day care workers ay kabilang sa agenda sa isinagawang public hearing ng Senate Committee on Social Justice noong nakaraang Martes at binuo ang isang technical working group na siyang tututok sa mga iminumungkahing hakbangin. Itinatag sa Pilipinas ang mga day care center sa pamamagitan ng Republic Act No. 6972, na may kilala sa Barangay-Level Total Development and Protection of Children Act, and Republic Act No. 8980, o ang Early Childhood Care and Development (ECCD) Act na parehong kumakalinga sa mga batang bagong panganak hanggang edad anim na taon. Nabatid na ang isang day care worker ay tumatanggap lamang ng P500 na honorarium kada buwan na sobrang napakaliit upang suportahan ang pangangailangan ng kanilang pamilya ngunit sa kabila nito ay tambak ang kanilang trabaho araw-araw kaya labis ang paghanga ni Revilla. Naniniwala din si Revilla na ang panukalang batas na ito ay magsisilbing balik ng gobyerno para sa serbisyo, sigasig at dedikasyong hatid ng mga day care worker para sa edukasyon at paghubog mula sa mga unang taon ng kabataan. Hindi lamang maagang edukasyon ang ginagabayan ng ECCD dahil nakatutok din sila kalusugan, nutrisyon at iba pang social services program na pangunahing kailangan ng mga batang bagong panganak hanggang anim na taon upang magabayan sila sa pinakamabuting paghubog at development sa pamamagitan ng home-based o center-based program
